The Republic of Lomar was founded in 1997 and derives her existence from the following facts and principles:

1. Articles 2, 13 and 15 of the Universal Declaration of Human Rights

    "No distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty."

    "Everyone has the right to freedom of movement and residence within the borders of each state. Everyone has the right to leave any country, including his own, and to return to his country."

    " Everyone has the right to a nationality. No one shall be arbitrarily deprived of his nationality nor denied the right to change his nationality."

    Since the establishment of our citizenship program, upwards of 4,500 persons have applied to receive invitation to become (dual)citizens of the Republic of Lomar - many of whom now carry a Lomar passport and International Identification Card.

    (Note: The application for citizenship is in fact "a request to be considerated for a citizenship invitation". This indirect system is used to ensure compliance with dual citizenship regulations in most countries).

2. International law regarding non-territorial sovereignty

    It is a fact of international law that the sovereignty of a nation or other entity is not conditioned by "territorial imperium", as established by the status of the Sovereign Military Order of Malta and of the Holy See between 1870 and 1945. In addition, the international status of embassies cut off from the main territory after illegal occupation confirms that embassies are indeed sovereign territory under international law. Therefore any act of formal recognition creates some form of "territorial imperium" - this is how the state of Vatican City has more sovereign territory abroad than within the wall of the Vatican itself.

3. Autonomous operation of an extra-jurisdictional government

The Republic of Lomar, with a population comparable to many small UN member nations and territories is a functionally sovereign entity with an independent government and a network of diplomatic representatives in more than 12 countries. The information revolution of the Internet has created a sovereign domain of commercial, cultural and governmental activities that create the operational and legal background for this self-regulating status. Taking advantage of all available technologies and in harmony with the principles of international relations, the Republic of Lomar has established herself:

  • as a citizenship center
  • as an information source
  • as a cultural center
  • as a de-facto diplomatic partner
  • as a Human Rights advocacy organization

4. The need for a Human Rights focused diplomatic jurisdiction

The Republic of Lomar is an active diplomatic partner of parliaments and representative missions worldwide. Our goal is to make sure that unresolved human rights issue find reasonable and peaceful resolution, such as in Tibet, Cyprus, East-Timor etc. It must be clearly stated that this diplomatic support is in accordance with the principles of the UNPO (Unrepresented Nations and Peoples Organization) and excludes resort to terrorism as a means to achieve such resolution.
