APPLICATION AND DOCUMENTATION PROCEDURES

The goal of this document is to explain the entire citizens process from the initial discovery of this program to active participation in the life of the Republic, including information regarding passport applications and usage recommendations.

1. The information phase

The Chancellery has recently streamlined the application process. The first mandatory step is to actually read the entirety of this website.

2. The SCIF procedure

If you want to become a citizen of the Republic of Lomar within the framework of the "Citizenship 50,000" program, please use the official online entry form to request an "invitation for second citizenship". Both the form and the procedure are called the SCIF (Second Citizenship Invitation Form). The reason for this terminology is that you are not formally applying for citizenship, you are actually letting the Republic of Lomar know that you would welcome and invitation for citizenship or honorary citizenship and that if invited you would accept that invitation. The reason for this procedure is that some countries have strict second citizenship laws but most would accept the fact their citizen could accept an invitation for citizenship or second honorary citizenship without objection. Moreover, the SCIF process does not involve a pledge to serve in the armed forces of the Republic of Lomar. If you have questions on the dual-citizenship regulations of your country, please refer to a local legal advisor.

3. Notification and formal acceptance

In most case, you will receive a notification or "Welcome aboard" letter from the Central Chancellery Service. This letter is simply informational and does not constitute evidence of citizenship. There are also case when the letter is not sent or sent only after several weeks or months.

You may assume that within two weeks of submitting your SCIF, you are counted as a citizen of the Republic of Lomar. This is evidenced by the fact that your record is visible in the Central Chancellery Database (CCD). You may then register, log in and participate in the secure forum.

At this point, you may also apply for a passport or other documents.

6. Camouflage passport options

It is important to understand that the Republic of Lomar passport is not a camouflage passport per say. Yet we understand that carrying certain passports can be dangerous - for instance carrying a US passport in Egypt or Syria. You may therefore want to also carry a Republic of Lomar passport in addition to your regular passport so that your ROL passport may be handed our as an alternative. As this point, it is important that the ROL passport does not indicate your primary citizenship in a way that would be too obvious. If you opt for the camouflage passport option and we recognize that your primary citizenship is a potential danger to you, we will ensure that the mention of your place of birth is phrased in a safe way.
