STATE SOVEREIGNTY AND INTERNATIONAL REALITIES

The reality of national sovereignty is very variable if one compares, for example, the United States or France with Belize, Tonga or Palau. Macroeconomics, international trade constraints and supranational organizations (WTO, IMF) have in fact greatly reduced the reality of full sovereignty for many nations.

Sovereignty is therefore derived from:

  • jurisdictional (legal) independence
  • territorial possessions / population
  • natural resources
  • military power
  • economic power
  • historical status
  • cultural influence
  • level of technological development
  • international representation and recognition

One could therefore argue that the sovereignty of China is at a completely different level than the sovereignty of Palau. It would even be tempting to compare the de-facto sovereignty of IBM or Microsoft with that of UN member micronations.

In this light, the Republic of Lomar has immediate and short term potential for factual (de facto) and legal (de jure) sovereignty:

  • population comparable to many UN member nations
  • jurisdictional independence
  • international representation
  • economic autonomy
  • cultural / technological influence and development

SOVEREIGNTY AND INFLUENCE

SOVEREIGNTY AND POPULATION: EXTRA-TERRITORIAL CITIZENS

At this point in history, several combined factors make it clear that a non-territorial citizenship is needed and the Republic of Lomar is the only international entities meeting these needs:

  • massive immigration waves (Armenia, Middle-East, Africa)
  • disconnection between cultures and territories
  • persecution of ethnic, cultural, religious minorities
  • emergence of the Internet as a forum for large communities
  • emergence of the Internet as an economic environment
  • emergence of the Internet as a cross-jurisdictional domain of law
